Under the new "cumulative" security patch that MS is rolling out, is it correct to believe if patches are applied on a quarterly basis, I would only need to apply the December patch even if I did not apply Oct/Nov?
Yes cumulative patches contain updates from previous months, so you can install last cumulative and get all previous.
