    Interesting move.
MS throwing 'big' money directly to those who will tackle these specific ruski organized crime rings; "Round 1, MS mercs vs. Russian herders; Fight!".
Nasty business though, it will be more like an illegal cage fight then a regular boxing match.

Are there any actions a typical user can take against this bot?

Any sites or ip ranges to block?

Anything in our AV's to scan for?

Looks to me like the wild west ,a bounty hunter!

The botnet is inactive, there's nothing to block or scan for other than the creators and distributors. Nice of Microsoft to add some more incentives.
