Secure boot and other things relying on secret keys hidden and owned by globally operating company that allows to sign drivers ans executables for a small fee. What can go wrong?

It's very simple, never install drivers from apps that you don't fully trust. But what I want to know is since when can drivers connect out directly? I aways assumed that they needed a running process in order to make outbound connections? And I assume that these outbound connections can still be monitored with firewalls either from M$ or third party?
