Is an on-demand scan less effective in an LUA as compared to when it is performed in an Administrator account?

Let us assume that the on-deman scan has admin privileges (but the user is running from LUA) via something like SuRun. Proceed....:D

So, would the scan cover all the areas of the OS if the scanner has no administrative privilages?

Gobbler, I believe that depends on the software you are running.

If it is resident installed AV then it usually has SYSTEM level services/processes running, and the LUA user simply tells via GUI to those services/processes to scan. That would result in a scan w/o restrictions as SYSTEM user.

If on the other hand you use application like ClamWin and you do not run it as admin, then it will not have access to locations that user has no access to. For example running memory scan with LUA user will only scan user-level processes.
