limited or no connectivity?

    Hey guys;

    My friend can't connect to the internet. He is using "telus" high speed internet.
    specs:
    Pentium 4 (1.60GHZ)
    Windows XP (with sp2 installed) (I don't know when he installed it)
    256 ram
    Kaspersky anti-virus.

    Lately he is been getting this error: "limited or no connectivity, you can't connect to the internet".

    What is this error? How to fix it?

    Any recent changes to networking set-up (ie. firewall, router, network card)?
    At the time the problem started any new software installed?
