Since I am the only one using the local computer a disable oftentimes the UAC here in WIn 7. I am much more worried about unidentifed and unwanted outgoing connections. So what I need are prompts independently from UAC. Is there a way (e.g.by using an Addon) to tell the WinFirewall "if you detect a new unknown program which want outgoing/incoming internet access the popup a warning and ask me for further processing". On the other hand all programs should automatically be able to start and write local files as they want without typical UAC prompts Is this possible?. Or is using UAC really to only way of prompting? I believe that Win Firewall doesn't show any outbound alerts at all. You could check out WFC: http://www.binisoft.org/wfc.php
If you want a nice interface, then https://www.glasswire.com will do it very nicely or a simpler http://www.evorim.com/en/free-firewall to supplement WF.
