laptop boot loop when an optical drive is installed

i have a strange problem when i have an optical drive (cd or dvd) installed my laptop will boot up to the windows logo on windows 7 then restart and do the same thing over and over till i take out the drive then it works just fine, ive stripped the lappy down and took a look inside n it seems fine to look at but wouldnt know where to start to test components, and also one of my usb ports doesnt work properly, the power side still works but the data side doesnt dunno if this is related,
its a sumink and nowt laptop its an esystems ei3102

core 2 duo 1.6ghz processor,
1gb ram,
250gb hdd,
dvd rw,
windows 7 ultimate,

all are brand new parts and i tried 3-4 new drives and it always does the same, any ideas?

 

does it boot in safe mode?

 

Maybe you have auto restart on system failure enabled. After you disable, do you get a BSOD?
