By "not stealth" do you mean something is open, or just closed results?
How is your rule configured for mirc?

Does that application not allow for defining what ports you want to use?
    (instead of default random ports)

If you define the ports to be used, creating the firewall rules should be easy. If you need a hand with the rules once you have specified the ports, just post back which ports, protocols, direction you selected.
