    does it exist in ESS 3 ? i use the RC1 and have not noticed that option/capability. Did i just miss it ?

    There is a "Temporarily deny(allow) communications for the process" as a menu section on Personal Firewall log display, but no kill in beta so it's not Process Explorer powerfull. Nothing logging time or duration either.
