Is this a "wannabe" Microsoft site?

Not sure if this is the right place to post my doubt, but considering it may just be one more service, I posted here.

A few moments ago, while searching for some info related to a piece of malware, I came across this website, which I did not enter, because it seemed, well, suspicious, in the very least.

I constantly go to www.microsoft.com/security/portal/Definitions/ and check info on malware. But, since I don't keep Favorites, I always search for them on my search engine , and came across this one here www.microsoft.com.nsatc.net/security/portal/Definitions

According to WOT is a phishing website (http://www.mywot.com/en/scorecard/microsoft.com.nsatc.net)

No other rating service rates it as bad domain.

Right now, I can't test it and verify it. I'm wondering, though.
