Paragon Total Defrag 2007 can defrag, and resize the "locked" data offline, such as the MFT.
I tried it quite a bit under Vista Home Premium and it worked fine. I only ended up chosing PerfectDisk because I was swayed by their slightly superior marketing claims. Both work great.
In fact, I miss PTD because it worked a bit faster and was easier to understand. But I am a PD2008 owner now, and too cheap to own two defraggers.
It has a free trial download at Pargon's website.

I don't know what you mean by "safe". I used it under WIN VISTA HP for the full 30 day trial with no problems. I defragged numerous disks, numerous times, with various different settings. Nothing bad happened. :D
I did use the "defrag", "resize", and "compact" options for the MFT with no ill effects. It seemed to do exactly what it claimed to do.

I didn't use the CD at all with that program. I would run the defrags of the unlocked data "online" and do a reboot for the "offline". With the program installed on your hardrive, you don't need the CD to get the offline defrags. It loads itself prior to windows when using the the reboot/offline option. It then automatically reboots to windows after completion.
