Recently I've not been able to access internet options in IE tools menu.

    Tools > Internet Options

When i attempt it I get a Restriction dialogue box.

    Which says :

This operation has been cancelled do to restrictions in effect on this computer.

If i log in as any other user i have access to Internet Options.

Has spywareblaster done anything to create this restriction?

Could it be a trojan that has attacked me and won't let me have access to my security under my user profile?

Can anyone help in this problem?

I'm using XP home and IE version 6 and the latest spywareblaster definitions

SpywareBlaster doesn't have a setting for that restriction, but Spybot S&D does. Take a look at this thread and you'll see (in the image at the bottom), the setting in Spybot that restricts that access.
