Well, my home page is the Wilders board and not MSN, and I denied the suggested change in the pop-up.

    Yes, I noticed the same.

    Yes, I found that too.
And I noticed that The Windows Club Tech News mentioned that in a January 18, 2016 article, already.
I don't know why it is that we get the "Choose your home page and search settings" popup now, and not earlier.

Another interesting fact is that before there was an option in Internet Explorer\ Tools\ Manage add-ons\ Search Providers\
the option "Prevent programs from suggesting changes to my default search provider".
    Now that option is gone.
Microsoft seems to have replaced that option by the new "Choose your home page and search settings" popup mechanism.

I saw the popup after installing KB3148198; had not seen it before then.

Thanks Stupendous Man and JR for your posts and links!

Yep, same with me, just a few days later after I installed that cumulative update for IE.

I had to untick ROP simulate execution flow in EMET.... I kept getting a sem flow mitigation message that caused IE to close.

I installed Adblockplus but its not configurable. Hopefully, they'll bring out updates to it in the future.

I installed KB3148198 and other important updates last Patch Tuesday, only a few hours after the Patch Tuesday updates were issued.
It was four days (and even more reboots) later that I got the "Choose your home page and search settings" popup.
If the "Choose your home page and search settings" popup would be related to KB3148198, then I don't see why it took four days (and even more reboots) till that popup was offered. It's hard to see a direct relation between the two.

I checked for the Windows 10 nag on IE11, as soon as I installed the update, thus seeing the popup then. Did 4 days passed before you tried opening IE?

The coincidence between installing that update (only one for IE this month) and seeing the popup afterwards, is just too big. Besides, Microsoft is crazy these days; nothing related to them surprises me anymore! :isay:

No, I opened IE11 each day since and including recent Patch Tuesday (I am one of those crazy IE users ;))
(and also, as I mentioned, the system was booted each day, or more).
So for me a relation between the installation of KB3148198, last Tuesday, and the "Choose your home page and search settings" popup, last Saturday, is not all that obvious, although, it is a possibility.

    That is certainly true!

Maybe the popup needed time to grow? ;) I guess only Microsoft knows.
