I know IE has potential issues with driveby downloads, etc. How much risk is there using IE with the default security settings (think its medium-high for internet zone, and with protected mode on) if running as a standard user in Vista?

IE's security issues are nothing but an enduring myth that was true once upon a time but no longer. These days, you'd need to work hard to unknowingly infect yourself through IE, especially with Protected Mode, UAC, and a standard user account, and even then I highly doubt you'd succeed.
