How to make banners?

Hello!

I would be interested to make banners for myself, nothing too fancy. Could anyone tell me a good program to use? Maybe free and it should also be fairly easy to use?

GIMPshop and Paint.NET recommendations here.

Of course Photoshop would be nice too but it'd be overkill. Another reason why I recommend GIMPshop is that there's a ton of tutorials out there for creating imagery in Photoshop, including banners, and most of them can be followed nearly exactly in GIMPshop.
