Linux Mint 14 is out now. Is there anything special that needs to be done to update a Linux Mint 13 system to 14, or does it just update components from the Update Manager automatically?

Eww. That seems awfully inconvenient. Either fresh install or potentially problematic package updates...

Is the fresh install to upgrade one of the reasons people usually have a separate partition for Home? So they can format Root and install the new version there, with all their personal files intact?

I don't know. I always wipe everything clean and start fresh, copying my data back again from a usb drive. But I suppose that would work, yes...
