Same here, nothing worked. Maybe you want to give OE Classic a try, which is meant to be a modern replacement for Outlook Express: https://www.oeclassic.com/ PS: Sorry, I probably misread you post. You're talking about Outlook, not Outlook Express, aren't you? Anyway, OE Classic is a pretty decent email app. Been using it for years.
