I have an external HDD I had formatted and encrypted with a Mac running 10.7. I don't have that Mac anymore, but I still need to access information on the drive. Why can't HFS+ access an encrypted drive formatted with 10.7? Why cannot it just have a popup asking for the password?

Because the software isn't designed to work with encrypted drives. The other reason is because you encrypted it with a Mac based software which would not function on a Windows based system, especially due to the fact that the software was installed onto the Mac based system.
