    Paul Kocher is completely out of touch. He is speaking from the point of view that tech security is flawed due to a lack of focus on it.
    Tech Security is flawed because it has been developed very carefully to give an illusion of security while providing backdoors and sidedoors for all and sundry to gain access to everyones private data, while also providing plausible deniability for those responsible who can claim nefarious methods of data extraction are either features that have been exploited or "unintended" software flaws.
    They have created a catch 22 situation for themselves that makes the situation almost impossible to fix.
    In normal life suspicion is enough to warrant a police investigation.
    In the tech world, suspicion is nothing. The almost impossible, absolute proof of wrongdoing is required before anyone will make so much as a public accusation and even then, on the rare occasion when someone like Snowden provides that proof, the perpetrators are above the law.
    They have no law.
