Has anyone installed IE toolbar buttons for Restricted and Trusted Zone?

I read about this as something that is part of the Enough is Enough installation. EiE as a whole seems like it does more customization than I want at this time, but I do like the idea of the zone buttons. The fact is I very rarely use the zones because there are too many steps for it to be convenient, however, if nothing else it would be satisfying to click restricted when I find myself on a slimy site!

Back to how to install...I read in the description of EiE that this feature was actually part of some version of a "tweak pack" I look around and found this:

To itemize my problems at this juncture:
- the html link does not function
- I expanded the original 128 kb file hoping to see some instructions
- I am not even sure that I have the right program.
- Would like to hear if someone has managed to get the buttons installed (do you use them?)
