Why does gss.exe always maintain a listening port in the CLOSE_WAIT state?

i would guess that it is an issue with GSS's automatically checking for updates.. i would try disabling GSS's automatic updating..

    Thanks.

Why isn't the connection in the LISTENING state?

Because it doesn't need to wait or "listen" for an incoming connection ;) . It only needs outbound access for checking for updates
