No doubt, they "may" be able to lower costs. But no doubt, they won't. Until electronic records are easier for the doctors, until a standard format across the land is agreed upon, and until electronic records storage and transfers become as secure and hacker-proof as faxes, it seems here in the US, the good ol' fax machine is here to stay for some time.
