Outpost was bought out by Yandex and ceased operation. It doesn't work on latest Win10 builds.

Not sure about sphinx but outpost was also able to block a lot of app behaviors. If that's what you're looking for then spyshelter is probably the only one that would fit.

Personally I use Binisoft firewall control after leaving outpost.

I run win10 and outpost does not seem to work with my OS.

What I like about sphinx is that it suggests what rules to create or which zone to assign so you have less work and clicking to do. Basically I was looking for a similar firewall but cheaper.I

Have you ever tried Comodo firewall? It's very customizable and free.
I used to use it, but I've switched to Windows FW with advanced security (block any in and out connection unless I make a rule to allow it) since Win10 FCU has come out.
I took 10 minutes to set up the allow rules and then I've forgotten about it

I'm testing it now.Thanks. I'm looking to create a rule allowing certain apps to connect to the lan only.Sphinx had one for that as well.

I tried comodo, it was incredibly unstable and had constant crashes and freezes in paranoid mode :(

Yes, paranoid mode is quite annoying.
You can try to use cruelsister's settings https://malwaretips.com/threads/comodo-firewall-10-setup.67954/
Basically, switch the configuration to "proactive security", disable the HIPS module and make some tweaks to reduce the popups.
Then, if you wanna have full control from the firewall, set it to "custom ruleset" so that you can get an alert for every connection attempt (the default "safe" mode automatically allows any outbound request from trusted apps)
