Formatting disk performance loss?

I have just read somewhere on microsofts website or somewhere that if you want to convert your disk to NTFS from FAT your better off formatting if you can rather than converting (when there is data on the disk) as you will get better performance.

Now i was wondering if you converted to one format to another with disk director would it affect the performance in the same way?
