I like this solution to Flash although I've implemented it a bit differently. I've set up two buttons in the Quick Launch bar to enable and disable several things in IE. (see image)

The green arrow button points to a batch file that loosens some security settings in IE for the Internet Zone (such as allowing file download and changing many disabled functions to prompt), and it also removes the kill-bit which allows flash to run. The red slashed-circle sets all my IE security settings (in all zones) to their normal settings and sets the Flash kill-bit again.

A side benefit to resetting all IE security zone settings using the red button is that I can be confident that I haven't accidentally (or through malicious code) had my IE security reduced below what I consider a safe level.

Each button points to a batch file that simply runs (merges) a registry file that contains the security settings for IE, and sets/removes the Flash kill-bit. It's pretty basic stuff, but it works nicely.
