Mrk, I live in Time Zone UTC+10. I first noticed this issue in Win XP days when I started multi-booting Windows with Ubuntu. I predominantly use Windows and Windows time was out by 10 hours after an Ubuntu session. Now I'm booting many Windows OS with only one or two Linux. It depends whether you regard Windows or Linux as your secondary OS. It's easier for me to fix the time issue in Linux and for you to fix it in Windows. I use the method outlined in the Ubuntu Help section (your link). "Make Linux use 'Local' time".
