If you want one without HIPS, I'd recommend just sticking with Vista's firewall.

if you want one with HIPS, then Online Armor Free or Comodo Free.

I am trying Armor free, I appears to work well and gets some good reviews.

Comodo free also gets good reviews. I tried Comodo free for a short time. It is rater flashy with lots of things to look at, however its bloated with a lot of other software you may not want. So if you choose Comodo pay attention when installing it and only install the bits you want.

ZoneAlarm Free works well and is not complex. Comodo Free Firewall also works well and has more options. I can't say one is better than the other, but if you're up for the compexity Comodo has more features. Of course you can easily try them both (one at a time of course).

TinyWall is all you need for a firewall.

Just to clarify,Tinywall is an extension for the windows firewall.I have stated this for the OP sake as he may think its a firewall in its own right.

He or she said a free Firewall, why not improve on the built in one?
    With a router.
Why butt in when you offer nothing?:D
Now I see how to become a "Massive Poster".

The op wants a free firewall.
Also Tinywall is lacking some features for vista firewall.
"However, firewall tampering protection is not active on Windows Vista. Also, Windows Vista users need to install Microsoft .Net Framework 3.5 SP1 or newer before installing TinyWall."

    I have offered plenty.
Tinywall is a windows firewall front end and i feel it is important to point that out.
