Received this in my email this morning (emphasis is mine):

We recently announced some proposed updates to our Data Use Policy, which explains how we collect and use data when people use Facebook, and our Statement of Rights and Responsibilities (SRR), which explains the terms governing use of our services.

The updates provide you with more detailed information about our practices and reflect changes to our products, including:

New tools for managing your Facebook Messages;Changes to how we refer to certain products;Tips on managing your timeline; andReminders about what's visible to other people on Facebook.

We are also proposing changes to our site governance process for future updates to our Data Use Policy and SRR. We deeply value the feedback we receive from you during our comment period but have found that the voting mechanism created a system that incentivized quantity of comments over the quality of them. So, we are proposing to end the voting component in order to promote a more meaningful environment for feedback. We also plan to roll out new engagement channels, including a feature for submitting questions about privacy to our Chief Privacy Officer of Policy.

We encourage you to review these proposed changes and give us feedback before we finalize them. Please visit the "Documents" tab of the Facebook Site Governance Page https://www.facebook.com/fbsitegovernance to learn more about these changes and to submit comments before 9 AM PST on November 28, 2012.

Facebook is proposing to combine user data with that of recently acquired photo-sharing service Instagram, and will loosen restrictions on emails between members of the social network.

Facebook said it may share information between its own service and other businesses or affiliates that the Menlo Park company owns to "help provide, understand, and improve our services and their own services."

I've never heard of a website using user voting as a means to decide policy. I would imagine that wound up being awful to deal with. Not to defend anything else Facebook is planning/ doing but it's kinda crazy they ever thought voting on website policies would work.

Privacy groups ask Facebook to withdraw proposed policy changes

(Reuters) - Two privacy advocacy groups urged Facebook Inc on Monday to withdraw proposed changes to its terms of service that would allow the company to share user data with recently acquired photo-application Instagram, eliminate a user voting system and loosen email restrictions within the social network.

The changes, which Facebook unveiled on Wednesday, raise privacy risks for users and violate the company's previous commitments to its roughly 1 billion members, according to the Electronic Privacy Information Center and the Center for Digital Democracy.

"Facebook's proposed changes implicate the user privacy and terms of a recent settlement with the Federal Trade Commission," the groups said in a letter to Facebook Chief Executive Mark Zuckerberg that was published on their websites on Monday.

By sharing information with Instagram, the letter said, Facebook could combine user profiles, ending its practice of keeping user information on the two services separate.

Facebook declined to comment on the letter.
