    Europol: Action against digital skimming reveals 443 compromised online merchants

    As the question was raised at the Dutch site Security.nl :
    Why doesn't Europol reveal the names and sites of those compromised online merchants?
    Name them, make it public!

    Well, it's likely the merchants also didn't know they were compromised, so it would unfairly bias people against them and in some cases destroy their business. If they were complicit, though, then sure, call them out! Mostly, otherwise, the credit cards will reimburse the customers and issue new cards, rendering the old data worthless. It's a hassle, sure, but the customers aren't usually left out-of-pocket (though lately there seem to be more cases of banks refusing fraud claims, especially on PIN transactions).
