Are you referring to the upgrade of SpywareBlaster?

If so, that error generally indicates a locked file. You'll need to reboot your PC to free it up. Once you've rebooted, don't run SpywareBlaster itself, just execute the new spywareblastersetup.exe file that you've already downloaded, otherwise it might get locked again.

It means after u reboot, install SpywareBlaster before u run any other program on your computer.

Yes, just go into your Add and Remove programs and uninstall it form there.

If u do this, be sure to disable all protection in SpywareBlaster first.
