    The annoyance is rather limited from a purely technical perspective. The big, BIG problem is to find enough people who are willing to participate.

    Just put sensitive data in a envelope, lick a stamp and drop it in the mailbox.
    Crude maybe but it's far too labor intensive for the gov't to open and search every piece of mail.
