    Dr. Who is a legend that has put together the best one stop FAQ on security issues. He hangs out at alt.privacy. TEMPEST has been discussed at length in that particular newsgroup. It's used by many LEA's when needing a password to gather evidence. It is also used by intelligence operatives, whether for governmental or industrial espionage. A simple off-the-shelf CRT just broadcasts your output to anyone wanting your information bad enough. If you are new to TEMPEST, check these links out for secure use of CRT. The US government, BTW, can only use "TEMPEST approved" monitors :

    These days it is important to protect critical data by using monitors that are shielded from TEMPEST attacks.
