dos help needed, please

hi if possible i normally avoid dos and use something GUI based instead. however, at college we are mainly going to use dos so i am hoping someone could show me how to do the following - i need to be able to create a directory where ever it is needed then be able to navigate there and create other things inside it. so can someone show me how to create the following folder, then how to renavigate to it and make a txt file inside it?

C:\Documents and Settings\iceni\My Documents\Wilders

then create Wilders.txt inside the Wilders folder.
