I'm the first to admit I've got no idea, but TOR was originally created for the US military, wasn't it?
It's generally known that Tor Project is funded majorly by U.S. Government. Tor Project talks stated that at a lot of major IT events.
To me it just says that U.S. Government gets more benefits from it than it causes them problems. Otherwise they would not support it.
For some government departments it creates problems, for other new possibilities. It's tug of war between departments of government.
I wonder what they use it for. It was developed for the Navy. So maybe the NSA or CIA use it. Or maybe diplomatic staff. But maybe it's just something to **** the Chinese etc
