The new version is based on Ubuntu 16.04.2: "We're proud to announce the release of a major update to elementary OS Loki - version 0.4.1. I'm going to give this one another try. Hope I can install another browser than Epiphany... (being based on Ubuntu, I suppose (hope) you can get everything from Ubuntu's repos)
You can do the same thing with Ubuntu MATE. Install Panther Laucher as the top panel and put Plank Dock at the bottom. Voila - you get the same effect as on Elementary OS!
