Disabled antivirus program

Hello:

this message is on behalf of a friend. he has a laptop running win xp pro. lately it seems to have caught a virus (i think). i tried to help but to no good. the norton antivirus 2003 has stopped running. reinstallation doesn't help. trying online scanning tools doesn't work (they won't load), trendmicro, norton, mcafee, nothing works. trying to boot from norton cd doesnt work. msconfig doesn't work either. can anyone offer any advice. thanks in advance.
