Detected covert channel exploit in ICMP packet (194.95.249.23)

So i am getting a ICMP packet attack once every second, it says that the IP of the attack is from 194.95.249.23
This is very anoying beacuse it slows down internet and applications related to internet.
This is just with one newly built computer.
i ask for suggestions what to do.
    i already know about http://kb.eset.com/esetkb/index?page=content&id=SOLN2274
the problem still remains if i disable the messages, and i don't trust this IP.
i am useing eset smart securety 5.
    What to do?

    EDIT:
    FIXED!
