What does a person have to do, know, have to be called a information security specialisto_O

There seems to be some confusion in the places I looked!!

Seriously, who decides and what does it entail?

You should know networking using different operating systems.
Add a pretty good knowledge of computers in general.
    Troubleshooting problems.
    Computer science helps.
    Programming skills don't hurt.
    Get certification.
