An in-depth NOD32 scan (v2.50.45, signatures v1.1562) gave the following:

    C:\Program Files\ESET\updfiles\upd2531.ver »RAR »update.ver - archive damaged

Is it safe to delete this, or need I take other actions?

Yes, delete it. I have no clue as how such file could be created - I don't have any rar archive in that folder.

Because as stated many many times; there is absolutely no need, and that is why it has not been pushed to the public... circumstances have to be very specific for its requirement.
