creating recovery media

Hi
First I should apologize for my weak English. I used partition manager to manipulate my partitions, after some progress it restarted system to do some work before booting windows os.
But in the middle of progress power intrupted. so my computer can`t boot now and needs a recovery media. Afterward using another computer I downloaded and installed Paragon partition manager free edition to burn a recovery disc but it seems that it cant`t do that.
Now the questions are 1.how can I provide a recovery disc? and 2.Does recovery disc can resume or rollback changes and repair my system?
