Using Disk Director 10 2160 boot CD, I was able to move 2 partitions to the far right of drive creating unallocated space just to the right of the C:partition. Rebooted to XP and XP saw that partitions moved to far right successfully.

Then went back to DD boot CD, right-clicked C: and selected Resize. The resulting screen seemed like it would let me move C: with space to left and right, but not change the size (the size field was grayed out). Also noticed that same screen showed “Minimum=40GB Maximum=40GB” which happens to be the actual size of the C: partition.

    Thank you for any help.

Are there any bad sectors in the C: partition? A chkdsk report will tell you. DD won't resize partitions with bad sectors.

Can you post a screenshot of what DD shows (in Manual Mode) for your drives and partitions?

Thank you MudCrab. A "chkdsk /R" from XP Recovery Console "found and fixed one or more errors". Then DD10 CD Resized C: with no problem.
