Over the years winversio to next winversion, problems have come up & normally if M$ tries to make a new user account disaster.

    1. I presume a corrupt user account, would be inherited, to newer version of windows.

    Winver says Win10 1703.

I do see 'state' value = 0, but Refcount is missing, should I create it & do you guys have Refcount = 0

Note: I can backup & merge reg, but lately everything is turning into do do.

    Thanks
    Rico

the image is too small and on big view not visible = corrupted

just create a new profile and transfer data and adjust rights - if you assume so.
its waste of time if you dont get a result - but we cant not help due image.

@Brummelchen - Clicking the image above, I get full readable view. Disaster has happened previously trying to make/transfer to new acct.

I doubt "refcount" would be created, by making new user account.

hklm\software\microsoft\windows nt\current version\profiles list did not have key "Refcount"

    refcount

describe please - normally creating new accounts is no problem and transferring data also not - if you dont use source and target account. thats why it is recommended to use windows safe mode and built in adminstrator.

forget method 1 and step through method 2!

Twice on phone, M$ support, has tried to create a new user account for testing; it's been awhile don't remember all the details.

Where are you seeing method 1 & 2?

I've added the sub key 'Refcount' it's value is 0, rebooted, re-checked Refcount still present.

I don't believe if 'Refcount' is missing, making a new user account won't, put Refcount in, or won't replace missing.

Seems AV or updating windows versions, are common causes of corrupt user acct.

1: registry hacking (i wont care)
2: new profile copy&paste (what i recommended first)

a new profile can resolve the following:
    - proper account to reproduce failure
    - new account has same failure with no tweakings -> installed software
    - new account has failure after tweaking ->...

those registry hacks for inexperienced users = rubbish and waste of time.
