Clients randomly jump between Master and Slave RAS, Why?

    I currently have two servers Master and Slave. The Slave RAS replicates to the Master. I have identical polices for both servers, but made sure each points to the local RAS.

    My problem is this, at random intervals, a client that has been reporting to Slave will suddenly report to Master. I cannot find why the policy switches. I have looked. I assume it is policy based, but cannot find where/how my Master Policy is getting pushed over to Slave.
