Cannot open mutex 2

Hi, suddenly PG gives me these error messages:"Cannot open mutex 2" and"a part of PG (pgaccount.exe) is not running". I've searched the forum about this issue but no post seem to be pertinent . Could somebody throw some light ?

 

There have been some reports on this,...I found on my system that this happend when my PC was unable to find its IP. (I normally have a fixed IP within my home Lan, but on a restore from image I had not set the IP, and my PC/router are not set up for DHCP)
