Cannot add Snap Deploy licenses to License Server

I installed Snap Deploy server and five licenses a few days ago and tested it. Today I tried adding more licenses from a text file. There were 26 licenses in the file, but I noticed that it had only imported 20 of them. I tried importing the rest but got the error message "Adding License(s) failed." I tried adding from the command line and got the same error. I wondered if it was some weird issue with going above 25 licenses, so I tried deleting one that was already input and then adding a single licenses. I got the same error again. I also tried inputting the licenses manually with the same effect.

Any help that you can offer is greatly appreciated.
