Can not change my default home pg in Internet Explorer

Ran spyware, removed dangerous items, and immunized my computer. I also checked 3 boxes on bottom of immunization page.
After doing above I can not acess Tools > Internet Options from IE.

I would like to change my default "home page" set in IE but I now get an message "the operator has been cancelled due to restriction on your computer".

Can't change settings back to allow IE changes and also the 3 boxes I checked at the bottom of the Immunization page no longer show up.

How can I fix this problem
