    I think the way that article summarizes the commentary may give some readers the impression that tracking/profiling grew out of anti-click-fraud protections. In reality, tracking/profiling/targeted-advertising/related-practices existed well before Internet advertising took off and click-fraud became a real thing. Basic practices predate the Internet itself.
