This sounds remarkably similar to the lawsuit: OPENAI/Microsoft vs NYT... In case you have never heard of Sci-Hub, this link summarizes (in detail) what it is all about ... https://www.scijournal.org/articles/sci-hub-review Governments in many countries have tried to shut down Sci-Hub - see the section 'Global Response to Sci-Hub' & specifically 'Heightened Use in Resource-Limited Regions' (near the bottom of the article). OPENAI has scraped websites & distributed copyright data at will and no government has threatened to shut it down. Regulation for AI/Gen-AI is being considered but this will not apply to Sci-Hub because it does not come under the AI umbrella. To date, one is legal and the other remains illegal.
