    Its too bad it takes a major breach for them to try and get their act together... hopefully they get it right.

    This will be about as successful as they were at stopping Covid infections because people are people.

    Indeed. There is no that many means government can enforce increased cybersecurity of private companies, especially those that are not IT/"tech" companies. Actually even Big Tech is not 100% compliant with i.e. PSD2. For example every debit and credit card in my country requires two factor auth, because it is required by PSD2... but Google (recently Google Cloud was enabled in my region) does not accept cards with two factor authentication.
    They can make a law that would legally make they more responsible and it would be company duty to secure itself, but it is hard to regulate that in moving landscape of cyberthreats and vulnerabilities.
    You can make vague, non-transparent regulations but that would lead to corruption, because companies would be at the mercy of auditors. There is always something that can be at least a bit more secure, so company would always fail in some aspect. Thus regulations would have been quite detailed and specific. But again - everything changes and that detailed regulation may be outdated a few years from now.

    You can also envision dystopian things like building a Great National Firewall by government to secure all traffic coming in and out of country networks.
