Best Free Pc Optimizer? whys my internet not fast?

    I have Pc Pitstop optimizer trial and it found alot of stuff, but said I needed the full version to fix the problems? any good free ones out there?

    also I did a test on my internet download speed and the website said I should be around 200-218 kbs a sec, but I am only downloaded around 25-30 kb/s a sec max? is there a tool to fix this or will a pc optimizer do it? thanks
